Hopefully a quick set of questions:

Must a Clinical Trial Medical Monitor have a medical degree (Sponsor or CRO)? Which are acceptable? Or what is the lowest or the least qualified level one can have to be a medical monitor?

Can a PharmD be a medical monitor covering an EU / UK trial as a Medical Monitor? I know it is common practice in the US for a PharmD to be a Medical Monitor.

For all the above can anyone with sufficient education, training and experience be a medical monitor so long as they have the back up of a fully qualified Physician (which is?)
