When to raise a change control

Our managed service contract is due for renewal - should we raise the change control now - or wait until the contract has been awarded and we know which company have won the tender?

I would raise a change as soon as possible, to ensure you are consulted during the tender process, particularly if there is a risk that specific requirements of the transfusion department may be overlooked.
